Ing. Oscar Amonoo-Neizer



With a distinguished career spanning over three decades, Ing. Oscar Amonoo-Neizer has excelled in managerial positions overseeing both the economic and technical regulation of Ghana’s energy sector. Prior to his appointment as Executive Secretary of the Energy Commission, he held the position of Director for Energy at the Public Utilities Regulatory Commission (PURC). In this role, Ing. Amonoo-Neizer was responsible for strategy and policy development, monitoring and evaluation, technical/advisory support, and project management. He also served as the Head of the Technical Division at the Energy Commission, where he played a crucial role in the regulation, monitoring, and enforcement of the electricity and natural gas subsectors.


In recognition of his exceptional contributions, it came as no surprise when Ing. Oscar Amonoo-Neizer was appointed as the Executive Secretary of the Energy Commission by the President of the Republic of Ghana in 2019.


Under Ing. Amonoo-Neizer’s exceptional leadership, the Energy Commission has achieved remarkable milestones in energy regulation, planning, and policy development in Ghana. The following accomplishments have been realized under his stewardship, he spearheaded the enactment of nineteen additional regulations on Standards and Labelling of electrical appliances, supplementing the existing three. These regulations are crucial in preventing the importation of substandard and inferior electrical appliances into the country. They promote the effective use and conservation of energy, mitigating climate change issues. Ultimately, these measures protect consumers, enable industries and businesses to compete globally, and contribute to a sustainable future.


He played a pivotal role in developing the Integrated Power Sector Master Plan (IPSMP), serving as the foundation for procuring additional electricity generation capacity and fuel services for the electricity sub-sector. This strategic plan ensures a reliable and efficient power supply, supporting Ghana’s energy needs.


In fulfilment of the Commission’s mandate, Ing. Amonoo-Neizer oversaw the development of the interactive Ghana Energy Database. This comprehensive repository serves as a data hub for policymakers, academia, and civil society organizations. It enhances evidence-based findings and decision-making, fostering a scientifically-driven approach to energy development.
